Although Vembangan is operated outside the United States, we have chosen to follow the notice-and-takedown process of the U.S. Digital Millennium Copyright Act and act as a "service provider" under 17 U.S.C. § 512.
Notices and reports are not handled by an inbox filter. A person reviews each one, preserves the relevant records, and removes or restricts access where the complaint is valid.
Any content involving anyone under 18, or any non-consensual, voyeuristic, or leaked private material, is disabled on sight, preserved as evidence, and referred to the authorities — including under Republic Act No. 9775, Republic Act No. 10175, and Republic Act No. 9995. Vembangan enforces a zero-tolerance policy toward child sexual abuse material and every other category of illegal content. Everyone depicted in material shared on the platform must be at least 18 years old. If you come across anything that is unlawful, exploitative, non-consensual, harassing, or otherwise harmful, report it right away — use the report control on the post, or email contact@vembangan.com with the exact link and a short description of the problem.
Reports that concern suspected material involving minors are escalated the moment we receive them: the content is disabled on sight, the account is locked, the evidence is preserved, and the matter is referred to the proper authorities. We cooperate fully with lawful requests from law enforcement. The complete list of content we prohibit is set out in our Community Standards.
Vembangan is operated outside the United States, but we recognize and respect the intellectual-property rights of creators and rights holders. On a purely voluntary basis we have adopted the notice-and-takedown procedures described in the U.S. Digital Millennium Copyright Act ("DMCA"). For these purposes Vembangan acts as a "service provider" within the meaning of 17 U.S.C. § 512(k)(1) and relies on the limitations on liability — commonly called the DMCA "safe harbor" — that apply to platforms hosting material posted by their users.
We require every member to respect the same standard, and we respond to properly submitted notices by removing or disabling access to the material identified. Nothing in this policy waives any right or defense available to us under Philippine or international law.
If you believe your copyrighted work has been copied onto Vembangan or made available here without your authorization, email contact@vembangan.com and include all of the following so we can act without delay:
A notice that is missing required details may be set aside until you supply them, so please send a complete notice the first time.
Your notice must contain both of the following statements, included exactly as written:
"I have a good-faith belief that the use of the copyrighted material described in this notice is not authorized by the copyright owner, its agent, or the law (for example, it is not a fair use)."
"I declare, under penalty of perjury, that the information in this notice is accurate and that I am the owner, or am authorized to act on behalf of the owner, of the copyright or of an exclusive right under the copyright that is allegedly infringed."

When a complete notice or report reaches us, we log it, review it by hand, and — where it is valid — disable or remove the material, usually without prior notice to the uploader. We keep a record of the notice and of the action we took. The member who posted the material is informed that it was removed in response to a complaint and is told how to dispute the removal.
You can expect a report to move through one of these states: received, under review, actioned, rejected for missing information, or escalated for further verification. We are not able to provide individual progress updates on every report, but every valid report is acted on.
If you are the member whose content was removed and you genuinely believe the removal was the result of a mistake or a misidentification, you may submit a counter-notice to contact@vembangan.com. Your counter-notice should identify the material and the location from which it was removed; include your full name, mailing address, telephone number, and email; and contain a statement, under penalty of perjury, that you have a good-faith belief the material was removed as a result of a mistake or misidentification.
Filing a counter-notice you know to be false carries the same consequences as filing a false takedown notice. Where appropriate, and at our discretion, we may restore the material if the original complainant does not pursue the matter further.
Consistent with the spirit of 17 U.S.C. § 512, Vembangan makes a good-faith effort to identify members who are the subject of repeated, valid copyright complaints. A member found to be a repeat infringer will have their account terminated and all content they uploaded permanently removed, and any Premium attached to the account is forfeited without refund.
We may also act on a single, clear-cut act of infringement without waiting for it to be repeated, and we may take the same action against accounts created to evade an earlier termination.
Beyond responding to individual notices, we take reasonable technical steps to keep removed material from coming back — including matching newly uploaded files against signatures of content we have already taken down, so that re-uploads of known infringing or banned media can be blocked automatically.
No automated system is perfect, which makes creators their own best line of defense. The sooner you tell us about your work and provide reference material, the faster we can recognize and block unauthorized copies. Submitting a copyright notice or an abuse report that you know to be false is a serious matter. Under the DMCA, anyone who knowingly misrepresents that material is infringing — or that it was removed by mistake — may be held liable for the damages and costs that result, including legal fees. We are not responsible for claims brought against us on the basis of a false notice, and you accept responsibility for the legal consequences of any false claim you submit.
If you are not certain that your rights have actually been infringed, please seek your own legal advice before sending a notice. Knowingly false reports may also lead to action against your Vembangan account.
